Dragons are cool, but that's not really a deck strategy.

There is some good mana acceleration in this deck thanks to Armillary Sphere Buy and Extraplanar Lens Buy but it is buried under a deluge of other crap.

There is a lot of redundancies in this deck. For example you have Extraplanar Lens Buy you don't need Gauntlet of Power Buy or Caged Sun Buy. It's cool that they give red creatures a boost, but they are expensive and redundant. The point of mana acceleration is for it to be cheap and quick.

The creature acceleration has some problems as well. Belbe's Portal Buy, Cryptic Gateway Buy, Quicksilver Amulet Buy, and Urza's Incubator Buy all do essentially the same thing. Dragons are usually have a mana cost anywhere between {4} and {8}. They also tend to have at least {R}{R} in the cost meaning Urza's Incubator Buy under the best circumstances make them cost {R}{R}. Belbe's Portal Buy and Quicksilver Amulet Buy both have higher casting costs, have a fixed activation cost much higher than Urza's Incubator Buy passive gives you, and can only push out one creature a turn. You'd get the most bang for your buck from a combination of Urza's Incubator Buy and Cryptic Gateway Buy.

As for the creatures, there is some serious streamlining to do. I think your focus should turn more towards mana generating creatures like Scuttlemutt Buy, Iron Myr Buy, or Palladium Myr Buy because of Aggravated Assault Buy. Using this, you can get infinite mana assuming your creatures can get at least {4}{R}{R} every time they are tapped for mana.

A good search combo would be Dragon Mage Buy with something like Whispersilk Cloak Buy attached to it. Browbeat Buy and Reforge the Soul Buy are also excellent card sifters.

Dragonmaster Outcast Buy, Hellkite Igniter Buy, Moltensteel Dragon Buy, Moonveil Dragon Buy, and Steel Hellkite Buy are cool but not totally necessary to the deck. I'd sprinkle them in as room allowed.

Anytime I build a deck that forces me to do a lot of discarding, I like to add in shuffle Eldrazi. Not because I actually care to play the creatures, but because of the free shuffle graveyard into library ability. Emrakul, the Aeons Torn Buy and Kozilek, Butcher of Truth Buy are great for this.

I'll tinker with this for a bit and send you a link to show you what I mean. As of right now this is a good start, it just needs a little work. I'll hold off rating it for now, but as it stands I would give it;

Playability: 1 *
Synergy: 3
Originality: 1 **
Overall: 3

*Keep in mind you can only draw cards so fast/have so many cards in play. The strategy is just stretched to thin.

**it's just a dragon deck, don't get mad.
