Fish is an arch-type that is not few or far between in the world of vintage or legacy. But it is an ever evolving arch-type. Here I have tried to put my own spin and ideas to work on "fish". in an attempt to min/max it's performance. Please feel free to leave any ideas, or comments that you might have on this deck. Constructive and helpful comments will garner like-minded responses.(i.e.: you rate = I rate)

Ergh seems terrible to play (in a good way). I'd cut down Jace to 3. I'd also sell the mox and lotus as they are useful, but they can be replaced.

the mox and lotus own, don't sell them, no cards as good ever!

I would cut down on 1 or 2 island and 1 Jace, make the mutavaults - Mishra's Factory Buy, and get maybe 1-2 more Wasteland Buy/Factory**

Loving the fish. Please look into turbo stasis. It a vintage deck that i have had great success with. Any suggestions to make it better are wanted.

I would cut Jace down to 2 copies. He's a good utility/win card but 4 is too much. Your going to be forced to mulligan a lot since getting two Jace in your opening hand is pretty bad. Most Vintage decks run 2 copies of Jace which I think is the right number for this one.

Have you considered running Null Rod Buy? Fish is all about attacking your opponent's resources while presenting a quick clock. Null rod can screw with your opponent's mana (moxen) giving your Merfolk time to beat in for the win.

If you return rates, I wouldn't mind a rate on one of my own decks. Take your pick =)

I think Null Rod Buy is a great suggestion. Since you only have 2 artifacts, it'll rarely dampen your own development, while still seriously messing with your opponents.
I also think corralhelm commander might be better than Merfolk Sovereign Buy in MD. You could use Mana Drain Buy mana to pump him up quick, and swing in with boosted fish.
I also don't think that Mind Bend Buy is really necessary. It seems win-more. I would substitute either Standstill Buy for them, or split Standstill with Umezawa's Jitte Buy, or take them out entirely and run Silvergill Adept Buy. That card advantage is nice, but even better is the body that can grow to be a 5/4 real quick.

Ok, now for the strange suggestions: Do you absolutley need 1x Brainstorm Buy, Ponder Buy, Mystical Tutor Buy, or Timetwister Buy? You draw into what, either more fish or disruption? Then why not have those cards in there in the first place? You're not digging for specific cards like in combo, so they seem pretty unnecessary, and Timetwister especially. I feel the game should be over so quick with Merfolk that Timetwister won't have the graveyard to be incredibly useful.
I think you should bring in AEther Vial Buy over from the sideboard, and plunk 'er down maindeck, as a playset, to replace these cards. (Actually, I'm not completely sure about Mystical Tutor, since fetching Time Walk is so much win in Merfolk. Maybe cut back to 2x Jace TMS instead).

Hope this was somewhat helpful. Check out my deck and tell me what you think-it's no where near as money as yours, but any help would be appreciated.

I agree with all of the above comments EXCEPT anything concerning Jace. Planeswalkers are a waste of deckslots %80 of the time. They basically function as a Fog with cute perks. Yes, in Standard they have thier place, but Vintage? Give me Timewalk anyday. Wakethrasher is what I recommend you drop Jace for.

This deck looks like it would be loads of fun to play. Also, super diffiuclt to play against. I like the theme and the control cards you are using. Have you played with this yet?

Jace is a good card in several decks. Personally, However, I don't think he really fits this one well. At minimum I would drop to two slots, otherwise replace him out.

This is very solid, However I recommend tossing in Rootwater Thief Buy in there. He is cheap, versatile (and versatility is a must in Blue) and will only serve to get pumped up by your other fish. Granted, he doesn't boost up your other fish, but The versatility he offers for only 2 isn't bad.

Please rate my Creme Fromage deck!

Jace, the Mind Sculptor Buy has saved me from an Emrakul, the Aeons Torn Buy on more than a few occasions, He is like a vintage Cryptic Command Buy, so much utility.

nice list! merfolk are sick in legacy, but even sicker when most of the good restricted cards in vintage are blue. well, i'm sort of in agreement with muffinator when i say:
-4 mind bend
+4 AEther Vial Buy / Standstill Buy (any mix will do)

edit: nudging you again to put in aether vial, because merfolk at instant speed for free in a counterspell deck is, well, really sick.

I'm trying to build a merfolk deck but don't have the cards you have. I think just based on the power of your cards the deck is a can't miss and wouldn't look forward to playing it. When I first started playing during revised I had a blue black deck that this deck would have beaten down. Well done. If I had a lotus, time walk etc., I would never sell them. If you would rate my black deck it would be appreciated.
