If a card prompt a user to select something at random to sacrifice it, are cards with shroud or hexproof exempt from the pool of valid targets?

Shoud and hexproof only protect from the word "target". If something is selected at ramdom, then shroud and hexproof probably mean very little. My Decks for rate

If the card you are referencing in Tyrant of Discord Buy, the target of the spell is your opponent not the permanent that is to be sacrificed.
