Go with Caverns, you'll need it for the anti-counterspell part (you may also use the Sliver Hive, but it's not worth it that much)
Also, your lands need a bit of tweaking... Depending of your budget, I would advise you to buy Khan's and Zendikar's fetches (like 5-6 of the right colors), and playing the original dual lands. Of course, this will cost quite a lot, but the deck will be more stable (you could use Ravnica's Shocklands instead, if you don't have the budget, but try to get dual lands.)
Forget Brood Sliver and sliver queen.
Also, put the Harmonic Sliver in the sideboard, since you'll have to destroy your own enchantments if your opponent have no target...
Heart Sliver is really good.
If you really want Heartstone-like effect (which I don't aggree, BTW), try Training Grounds...
Coat of Arm? Really? Play anything else.
Then, you may want to go aggro or combo.
-If you want aggro, go with Predatory Sliver, Striking Sliver, Galerider Sliver, Leeching Sliver and play less hibernation sliver.
-If you want combo, go with Gemhide sliver/Manaweft Sliver, Dormant Sliver/Glimpse of Nature, lots of 1-mana slivers and Vitalize. You'll play your library and kill your opponent quite fast, but it's more prone to disruption.
